What is container seal control?

Container seal control is the process of applying, recording, verifying, and preserving the seal number that protects a loaded container from origin stuffing through destination opening. Field-level import files show that seal mismatches between the bill of lading, packing record, and physical container can trigger customs questions, receiver holds, or cargo claim disputes.

The direct seal cost is small, but the exception can delay an entire container or weaken a cargo claim.

Risk mitigation / operational guidance

Record seal number at stuffing, origin gate-out, destination terminal pickup, warehouse arrival, and opening. Photograph the seal and container doors before departure and before breaking the seal at destination. Match the seal number across BOL, packing list, drayage order, and warehouse receiving record. For high-value or CTPAT-sensitive cargo, use ISO 17712 high-security bolt seals and restrict who can authorize resealing.
